What is a DVS Kit and Why is It Essential for Fleet Operators?

A Direct Vision Standard (DVS) kit is a combination of cameras, sensors, monitors, and alarms designed to reduce blind spots and improve visibility around large vehicles. These kits were initially developed in response to safety requirements in cities like London, where heavy goods vehicles (HGVs) must meet specific vision standards to protect vulnerable road users such as cyclists and pedestrians.

DVS kits provide multiple layers of safety by addressing blind spots, detecting obstacles, and alerting drivers. For operators, compliance with DVS requirements not only prevents penalties but also enhances fleet safety and reputation.

What is the NEW Progressive Safe System from October 2024?

THE NEW DVS SAFETY SYSTEM

 

Fleets will need to upgrade from the present Safe System when TfL releases its Direct Vision Standard Phase 2 regulations in October 2024.

Phase 2 of the Direct Vision Standard, which TfL unveiled in October 2023, is a new DVS law that modifies the requirements for safe systems in vehicles as well as the standard for qualifying vehicles. A DVS kit is required by law for heavy-duty vehicles (HGVs) weighing more than 12 tonnes and having a DVS star rating of 0 or lower. But starting with Phase 2 of the Direct Vision Standard, the bar for HGVs needing a safe system will rise to three stars. 

Starting in October 2024, all cars with a DVS star rating of two stars or lower must be equipped with the new DVS Progressive Safe System.

In order for TfL to achieve its goal of having no road fatalities or serious injuries on London's streets by 2041, the Progressive Safe System—which will provide a safer, more intelligent means of ensuring the safety of HGVs and other road users moving in Greater London—must be implemented.

 

 

DO I NEED A PROGRESSIVE SAFE SYSTEM?

The requirements for vehicles needing a safe system will change under Direct Vision Standard Phase 2.


The minimum star rating for vehicles needing a DVS Safe System will rise as of October 28, 2024. Currently only vehicles with a rating of 0 stars are required by law to have a DVS kit. However, under DVS Phase 2, a new DVS Progressive Safe System must be installed in all vehicles with ratings of 0, 1, or 2 stars under the
DVS star rating system.

Certain operators will also need to apply for new DVS safety permits as part of DVS Phase 2.

The Direct Vision Standard (DVS) is a safety initiative introduced by Transport for London (TfL) to reduce blind spots and improve road safety. It assesses how much a driver of a heavy goods vehicle (HGV) can see directly from the cab, aiming to protect vulnerable road users like pedestrians and cyclists.
Starting from 2024, HGVs over 12 tonnes operating in Greater London must meet stricter DVS requirements. Vehicles are rated on a star scale (from 0 to 5 stars), and those with a low star rating must install a DVS kit to comply with the Safe System requirements and be granted a permit to enter the city.
Your vehicle's DVS rating will determine if you need a DVS kit. HGVs with a 0, 1, or 2-star rating must fit a DVS Safe System to be compliant with the 2024 standards. Vehicles with a rating of 3 stars or higher already meet the requirements and don’t need additional modifications.
You can check your vehicle’s DVS star rating by contacting your vehicle manufacturer or checking with TfL if you have an older rating. Star ratings depend on the vehicle’s design and the direct vision it provides from the cab.
The cost of a DVS kit varies depending on the type of vehicle and the specific components required. Very basic kits can start at around £1,000, but the cost may increase with additional features or higher-quality systems. Installation costs are typically separate.
Non-compliant vehicles will not receive a permit to enter Greater London. If a non-compliant vehicle is detected within the Low Emission Zone (LEZ) without a DVS permit, the operator may face fines of up to £550 per day for each violation, reduced to £275 if paid within 14 days.
Currently, the Direct Vision Standard applies only to HGVs operating in Greater London. However, other UK cities are considering similar safety standards, so it’s important to stay informed about developments in other urban areas.
Certain vehicles, such as specialist off-road vehicles that rarely enter urban areas, may be exempt from the DVS requirements. TfL provides specific guidance on exemptions; check their website or contact TfL directly for more details on eligibility.
