Fleets will need to upgrade from the present Safe System when TfL releases its Direct Vision Standard Phase 2 regulations in October 2024.
Phase 2 of the Direct Vision Standard, which TfL unveiled in October 2023, is a new DVS law that modifies the requirements for safe systems in vehicles as well as the standard for qualifying vehicles. A DVS kit is required by law for heavy-duty vehicles (HGVs) weighing more than 12 tonnes and having a DVS star rating of 0 or lower. But starting with Phase 2 of the Direct Vision Standard, the bar for HGVs needing a safe system will rise to three stars.
Starting in October 2024, all cars with a DVS star rating of two stars or lower must be equipped with the new DVS Progressive Safe System.
In order for TfL to achieve its goal of having no road fatalities or serious injuries on London's streets by 2041, the Progressive Safe System—which will provide a safer, more intelligent means of ensuring the safety of HGVs and other road users moving in Greater London—must be implemented.
The requirements for vehicles needing a safe system will change under Direct Vision Standard Phase 2.
The minimum star rating for vehicles needing a DVS Safe System will rise as of October 28, 2024. Currently only vehicles with a rating of 0 stars are required by law to have a DVS kit. However, under DVS Phase 2, a new DVS Progressive Safe System must be installed in all vehicles with ratings of 0, 1, or 2 stars under the DVS star rating system.
Certain operators will also need to apply for new DVS safety permits as part of DVS Phase 2.
